Another experiment in PR tracking

I've enabled issues on the core foreman repo (not for use), which gives
us labelling of PRs too.

I'm experimenting with labelling things as they're reviewed, when
they're waiting on a contributor or waiting on being tested (that
includes you too, folks). Similar to the old Trello board, but now
shown inline. The main downside is they can only be changed if you've
got a commit bit.

Do just say if you think something's mislabelled - so far I did the
first page of active reviews.

https://github.com/theforeman/foreman/issues?state=open shows a nice
overview and has filters.
