Candlepin Repo for Katello 4.13 appears to ship the wrong GPG key

Problem:

Expected outcome: candlepin installs successfully

Foreman and Proxy versions: 3.11

Foreman and Proxy plugin versions: 4.13 (Katello)

Distribution and version: CentOS 9-Stream

Other relevant data:

Candlepin: an open source entitlement management system.            1.6 MB/s | 1.7 kB     00:00    
GPG key at file:///etc/pki/rpm-gpg/RPM-GPG-KEY-candlepin (0xA07B38CF) is already installed
The GPG keys listed for the "Candlepin: an open source entitlement management system." repository are already installed but they are not correct for this package.
Check that the correct key URLs are configured for this repository.. Failing package is: candlepin-4.4.5-1.el9.noarch
 GPG Keys are configured as: file:///etc/pki/rpm-gpg/RPM-GPG-KEY-candlepin
The downloaded packages were saved in cache until the next successful transaction.
You can remove cached packages by executing 'dnf clean packages'.
Error: GPG check FAILED

The installer fails on these packages too, but running the dnf install directly seems clear enough.
