Cannot select HostGroup without default Location/organization

Problem:
I have Organizations, Locations and Host Groups. When I go to Host-Group and I click on Location or Organization Tap I can select the right Organization or Location.
On Selected Items I click on deselect All und I take like below the Austria Location, but the default Location is also selected does any one know why ? See below Picture

Foreman and Proxy versions:
Version 2.3.1
Distribution and version:
Ubuntu 18.04 LTS
