I had openscap enabled without issues til all of sudden i couldn't
provision anymore.
The vm got created on vmware but not in satellite (errored).
I found an error about openscap so tought of disabling it becausing im not
using it anyway.
So i ran satellite-installer --scenario satellite --long parameter to
disable openscap here 
Even rebooted, just to be sure.
Now when i try to provision a new host i run it stops with following error:
"Must have Openscap feature"
However when i look at the capsule it says its disabled…
Someone knows i have to check something extra to disable it?
