What version of tfm-pulpcore-python3-pulp-rpm do you have installed? If it is at least 3.17.7, then that includes the fix I suspected would fix your problem. If you are still getting the error then, it is likely a new bug and we need to open a new pulp_rpm issue here: Issues · pulp/pulp_rpm · GitHub

I’m missing the new package on the main katello server. Will do the update now and the downgrade of tfm-pulpcore-python3-importlib-resources.
Once that is done I will do a fresh sync, publish content-view and then check if the error still pops up.

The downgrade problem was a miss-tag in our Koji, it should have the updated package right now.
5.4 should be present in 3.16 repos.

Only a release bump on 3.18 because it was built with python 3.9, 3.16 runs with python 3.8.
Ok, so in my case I use the 3.18 repos. I guess this is the default for Katello 4.3. Can I safely install the version from this repo and the problems should also be fixed?

sorry to pick up this old thread but the problem has re-appeared. Not only SLES repos but also CentOS 8 Stream and Rocky Linux 8.x are affected. I installed all the latest updates on all foreman / katello hosts and now again some products / repos are not synced to the smart-proxies. Currently I’m still on CentOS 7 with foreman 3.3 / Katello 4.5. I had the following line in my /etc/yum.conf:
exclude=tfm-pulpcore-python3-importlib-resources.noarch
to ensure that the package is not upgraded, since it was causing the initial problems. Here is what I have tried so far:
remove the exclude=tfm-pulpcore-python3-importlib-resources.noarch from yum.conf and install all latest updates
create a completely new smart-proxy with all the latest updates
downgrad the package tfm-pulpcore-python3-importlib-resources.noarch on the new smart proxy.
None of the above did solve the issue. These are the errors that I see when running a manual sync on a proxy:

Ok, I managed to get it working almost 100%. I had to remove my the lock from the /etc/yum.conf
#exclude=tfm-pulpcore-python3-importlib-resources.noarch
run
yum update
resync the failed repos and publish a new version of the corresponding content-views.
Two SLES 15.1 content-views are still failing to sync but this seems to be a known bug/problem. At least I once found a bug report for this. Unfortunately I'm not able to find it any longer.

It seems to be an issue with Pulp2. I guess even though I did the upgrade to Pulp3, the proxies are still on pulp2? We will soon migrate to Katello 4.6 maybe the problem doesn’t exist here?
I just had a look on all my other proxies and still some non SLES repos are not syncing. 
This is strange as on some other proxies the repos are synced just fine.
Did not read the whole thread, but maybe this information will help: I think the development goal is for Katello version N-1 smart proxies to work with Katello version N. In other words once you are two or more Katello Y versions apart from your server to your smart proxies, no one has tested that. If you are at most one version apart, then that is officially supported. That is the goal/policy.
I would not be surprised if there are some weird edge cases when the proxy is on Pulp 2 and the server on Pulp 3 even if you are only one Katello version (or even no Katello versions) apart, even though this is officially supported…
