Hopefully in foreman you are not limited to one Smart proxy, just install a
second one on a Windows machine with the good rights for managing dhcp and you
are done.

The provider relies on netsh.exe; it will only work on windows.

Indeed, just add a new smart proxy on a Windows machine; not even
necessarily the the DHCP server. In this case, make sure the smart proxy
runs as under an user account with enough privileges.
Installation on Windows is gem/bundler only but works quite well if you
follow the instructions [here].
