I can't speak about Debians, but for RHEL6/CentOS6 I can confirm that if
you take DVD1 and extract it, you can provision from it.
And if you want to put this to another level, try Katello project which
is able to manage Yum repositories using Pulp project and adds some
sauce on top of that (filtering, cloning, views, erratas).

Share your media location URL, maybe you have it wrong.
For RHELs it ends usually in the root of the extracted structure.
Hmmm I use the none free due to some network card "issues" I will have a
look as I provision them via puppet.
