if I delete a node in foreman, stored configurations i.e. for Nagios are
still present. Will there be an enhancement for the foreman-proxy to
completely delete the node in the future?

Are you using old Stored Config or PuppetDB ?
There is a plugin to decommission Host in PuppetDB =>

I use PuppetDB. The link sounds really interesting, I will give it a try
within the next days. Is there a rpm available for the plugin? If not, I'll
also check if I can create a rpm out of the source.

There's not a solid process for building RPM's/deb's for plugins yet, but some people are working on that. I'm sure they'd love your help.

it should be mainly a path thing, I don't know the foreman file structure
in detail but what I can see so far is, there is no plugin path where you
can cleanly separate the plugin code from the current foreman code base. So
maybe something that could be put on the foreman development roadmap to
establish a way to cleanly integrate plugins into foreman?
