I have as best as I could followed all directions, installed discovery
plugin, configured, but there is no discovery plugin when I got the smart
proxies under infrastructure. No docs on how to fix.

Mind to post a bit more information, like
/var/log/foreman-proxy/proxy.log, what steps did you follow, how does
your setting.yml look like, etc?
If you can set up the log_level on setting.yml to DEBUG, then restart
the proxy and give us the log, that might help us debug the issue.

do you mean you don't see discovery in your smart proxy's features?
did you add the discovery plugin for the proxy using the instruction here:
