DNS SmartProxy creates DNS records?

The documentation isnt very clear on this at all
Does the smart proxy DNS service create Microsoft DNS records automatically on provision?
Does the smart proxy DHCP service create reserved Microsoft DHCP records?

We setup a new Foreman 1.23.0 server and its not assigning IP addresses per the vm setup

MS DHCP/DNS is a bit broken last couple of releases. It’s on my TODO to take a look on it.
