Running foreman/katello develop/master dev setup.
When I google this error I find lots of BZ hits that are "closed/not a
bug"[1] with comments like this:
"This error usually indicates that you have a mismatch between the kernel
you are using and the initrd and/or stage2 image. You have to make sure
that they are all from the same installer media. You can't mix, say, a RHEL
7.1 kernel with the initrd/stage2 from rhel7.2"
The repos I've synced are:
https://cdn.redhat.com/content/dist/rhel/atomic/7/7Server/x86_64/kickstart
https://cdn.redhat.com/content/dist/rhel/atomic/7/7Server/x86_64/ostree/repo
I do have other repos synced but the installation media and templates seem
normal (see attached screenshot).
How do I debug? Very specific commands to run on the host or against the
pulp repos appreciated.

This article solved the issue: https://access.redhat.com/solutions/2115301
Although the files in /var/lib/tftpboot/boot appeared to be identical,
copying ones from pulp repos allowed a rebuild to finish.
