Foreman 2.1 test week

Minor thing: we should probably optimize memory for multiple thready for puma just like we do for dynflow.

Foreman 2.0.0 - memory leak?

I think that makes sense. Should be as easy as changing https://github.com/theforeman/foreman/blob/develop/extras/systemd/foreman.service. That would have been more complicated with Passenger.

Fixes #30014 - set MALLOC_ARENA_MAX=2 for puma
