Foreman 3.3 the latest version for centos 7?

Problem:
I can not install foreman 3.3 with Katello 4.5
it error with
ERROR: Scenario (/etc/foreman-installer/scenarios.d/katello.yaml) was not found, can not continue

This is a fresh install but I am limited to Centos 7 for now. as there are no instructions for centos 7 beyond 3.3.

You can either migrate all your data to a new instance using the backup functionality or perform an in-place Leapp upgrade. See Upgrading Foreman or Smart Proxy to Enterprise Linux 8 In-Place Using Leap in Foreman documententation.

I don’t know what your reasons are for why you are “limited to Centos 7”, so this may be unhelpful, but you should really consider installing your new instance in an up to date version on EL8. Staying on EL7 limits you to a version that is unsupported for some time now, and will require a painful upgrade to EL8 later. It is very much a lose-lose proposition.

As far as I can tell, the team decided not to support EL7 anymore due to problems with updates.
If memory serves me correctly, there was a problem with qpid during the updates.
Foreman 3.3 can be installed on EL7, while in the downstream Red Hat Satellite project the last supported version for EL7 is Satellite 6.11, which is based on Foreman 3.1.
To sum up in upstream project you get longer support than in downstream. Probably due to problems Red Hat did not allow Foreman 3.3 on EL7 to appear in downstream.
Migration is not pleasant is a fact. But sooner or later the time would come for it. New software delivered on newer systems is needed for the project to grow.
