Problem: I’m following the docs on Upgrading and Updating Foreman to upgrade my Foreman+Katello to the latest version.
Following this step, I get error because the RPM files don’t exist.
Did the Foreman community drop support for EL7 (including CentOS 7)?
Foreman 3.4 is not supported on EL7 anymore, 3.3 was the last supported version.
Docs might not have been fully updated yet.

according to the release notes, Foreman 3.4 does not support running on EL7 anymore.
I would recommend upgrading to EL8, with EL7 you will be stuck at 3.3
