What is the status of Foreman and integration with puppet-server version 1
(which is Puppet 3.x)? Is it able to query classes, function as ENC, manage
certs when a smart proxy is installed on a server running puppet-server
version 1?

Should be fine, assuming all the paths are configured right. I'm actually
running the ENC and report processors from puppetserver-2.2.1 and it's ok,
so I would expect the previous version to be OK too. Test it and let us
know
