are you sure about the project version? These would be quite old and non-functional in general. Also it would be good to describe what all you did until now. E.g. is the VM registered to the Katello? How did you register it, was it using some subscription-manager command? Did you install katello-agent on that VM? The more information you share, the better chance someone will be able to help.
