This fails because a Ruby 3.1 module with rdoc 6.4 was released. We don’t do proper modularity in our repoclosure checks so this fails. In https://github.com/theforeman/foreman-packaging/pull/8231 I noted some findings, but it looks like we need to rewrite things to use containers (DNF hardcodes /etc/dnf/modules.d, doesn’t have a config option). In https://github.com/theforeman/foreman-packaging/pull/8228 I applied an ugly workaround.
