Foreman not getting new puppet classes from /etc/puppet/modules

Hi,

I updated Katello from 2.1 to 2.3 (foreman from 1.8 to 1.10) and now if I
install a puppet module without specifying an environment, foreman dosn't
see it.
This use to happen to me back in 1.7 but when I installed 1.8 got solved.
