Reading through the blog post you link, I think you may have the wrong
mailing list. This is the discussion list of www.theforeman.org,
which is a provisioning and config management tool, rather than
https://github.com/ddollar/foreman
If I've misunderstood, and you are looking for support on TheForeman
then I'm sure one of our users will have tried to make it run on
Upstart, but I personally lean towards Systemd
