**Problem:Ubuntu 24.04 can be provisioned but network adapter is disconnected by default. so no IP and cloud-init cannot run

Our foreman is using vmware VM template to provision VM.
Ubuntu 22.04 is working well and didn’t have this issue.
Centos 7 had the same issue at stage environment so we never use Centos 7.
