Foreman proxy command line tool

Hey, I created a tiny script and it did its job for me (it was ad-hoc DNS fix) but I don’t have time to push this further. Maybe someone will find this helpful and can maybe move it forward. I’d love to see DHCP management as well someday, possibly a foreman-maintain tool.

@kgaikwad actually did a PR in f-m to do some proxy operations, https://github.com/theforeman/foreman_maintain/pull/84 might be interesting for you

Yeah I know I just wanted something now, it served the purpose and I deleted it, thus I sent it here. Looking forward for the DHCP/DNS tool in maintain utility.
