what is currently the “prefered” version of centos for a foreman server?
Is centos 8 already recommended for a new foreman server?

Currently it is CentOS 7, as full support for CentOS 8 is just in the making and will be part of the next release 2.1.
So if you ask the same question in some weeks again I would answer there is no preference and I would perhaps recommend CentOS 7 to the more conservative users and CentOS 8 for those wanting a more modern version where Foreman gets perhaps less complicated from a package perspective by removing SCLs.
