Recently I upgraded my Foreman from 1.6 to 1.7 all works great except the
fact that when trying to access to "Provisioning Templates" and choosing
one of the templates I get error(attached).
Any reason why?!

This is bug Bug #9687: Provisioning Template Roles: view_template, edit_template doesn't render on 1.7.3 for non-admin - Foreman, which is fixed in Foreman
1.8.1, due out shortly.

Nope, only upgrades between two following major versions are supported.
i.e.
1.6 -> 1.7
1.7 -> 1.8
You can upgrade from 1.7 to 1.8.1 directly though.
