Foremn can not read from puppet master

Problem: I installed formen 1.12 I have a old foremen server that broke when I patched it.
I decided to build a new foremen instance to update the system I think I was running foraman 1.9 not sure. I have installed formen 1.12 smart Proxy on the the puppet master but when ever I try to log in to foremen not it tells me I it can not find the /puppet/environments

Other relevant data:

Besides…Foreman 1.12. is completely outdated, try 1.19. at first would be my suggestion. Updating from 1.9. or something like that is not recommended.
