Friendly reminder: Set pull request descriptions

Hello all,

this is a friendly reminder, please always set some pull request text. People tend to think that everything was said in the issue request, that’s not usually the case. Issues describe problems, pull requests should describe solutions - what you are doing and why.

This will help also to propagate your pull requests among seasoned reviewers and it shortens the ramp-up time of the review.

Totally with you. While the Redmine reference is good, a short description as the commit message is usually much better because a useful git log is awesome.
