Hammer-CLI: sc-param list does need admin rights in version 1.10.3

Hello,

I noticed that in Foreman 1.10.3 the user, who wants to list
smart-class-parameters with Hammer CLI does need admin rights. The result
list is only empty and the exection of the command does not give any error
message:

In version 1.10.1 viewer rights were sufficent.

Is this a bug, or should this be expected behaviour?
