How are default permissions assigned for new on-the-fly users?

I'm not quite sure how these are getting assigned. I've got read set
on almost everything for the "Default user" role but when the users
actually login they are getting "View hosts" it seems.

Any ideas?

There are two roles in the Roles tab - Anonymous and Default.
Confusingly, I think new users actually get the Anonymous rights, but
I could be wrong.
