How can I make a job template available to all Orgs/Locs?

Problem:
For every Org and Loc we create, we have to go and add each org/loc to each Job Template. This obviously is time consuming as we have different teams using different Orgs/Locs, and new ones are created frequently.

Expected outcome:
By removing all Locations and Orgs from the Job Template, it should be available to all Orgs/Locs, so we dont have to manage this.

Foreman and Proxy versions:
3.15

Other relevant data:
I feel like something is not quite working as expected. It seems natural that without a Org/Loc set, it would just allow it for all.

Any ideas here? I can’t see any way around this except for having to somehow automate it. Every time a new location is created, we’ll need to add the location to the job template. We have over 150 job templates and new ones are created each day. Also, not a real easy to to trigger this automation, that I can think of off hand.
