How to add Content View to Lifecycle Environment?

We are using Foreman 1.15.3 and Katello 3.4.5

I haven't had to create a Lifecycle environment for a while. When my
colleague went to create a new one yesterday, it looked like there was no
way to do this through the web anymore?

Am I missing something basic, or is it hammer only?
