At the moment, foreman supports sending emails based on errors, (e.g. when
a client performed a change and that change failed).

I guess it would be easy to add another condition in which we send a mail
on every change, but from past experience, that does not scale and usually
make people ignore the emails altogether.

However, it might be relevant, as we would send the email to the machine
owner(s), so if the email volume is not that large, it might work.

in anycase, you would need to file in a feature request at theforeman.org.
