Attempted an upgrade to RC4 from RC3 and got this error performing the
upgrade. Occurred during the Katello install phase of the installer

/Stage[main]/Foreman_proxy::Register/Foreman_smartproxy[katello.cmi.co]:
Could not evaluate: Proxy katello.cmi.co cannot be registered (500 Internal
Server Error): N/A

Also I only noticed 1 package available for update to RC4 so I wasn't sure
if something was missing

This is most likely due to an update in epel that broke the foreman-selinux
policy see [1] for more details.

This was intentional as I wanted to push out a fix that was breaking a
number of RC testers. I will be working on an RC5 that includes another
round of actual fixes slated for the release.
