Katello 3.15 install has missing ~foreman-proxy/.ssh contents

Problem:
Fresh install of Katello 3.15 with Foreman 2.0 has the /usr/share/foreman-proxy/.ssh linking to /var/foreman-proxy/ssh/. This is a valid link target, but is empty after my install. The folder /var/lib/foreman-proxy/ssh/ looks to have the correct key content.

Expected outcome:
I’m trying to use the ssh keys to give passwordless login to libvirt on my machine. Has worked in my previous builds, but this one seems broken. Has the ssh key location changed in the latest Foreman?

2.0.0-1

Foreman and Proxy plugin versions:
Katello 3.15.0.1-1

Distribution and version:
CentOS 7.7.1908

Installed on a fresh OS build according to install instructions in the manual. foreman-installer command used is:
