Katello GitHub Reorginization

Hi all,

If you are a current comitter to Katello, you may have noticed you
received a flurry of e-mails from GitHub about me moving things around
today.

As part of the GitHub cleanup[1] I've created the teams as we've
discussed and added you to (I think) the appropriate places. Please
review your current teams by going to org team page[2] and click "My
teams."

If there's any changes needed, please let me know. There are two
documentation PR's open, one by beav[3] and one by me[4], that update
the PR review process and the write access policy to be team-focused.
Feel free to comment.

These teams are responsible for reviewing PR's and maintaing the repos
in their purview. As these teams are now public, you can mention them
on GitHub to send a notification to everyone, e.g. "@Katello/installer"
will ping everyone on the installer team.

Next Friday, Nov. 6th, I'll remove anybody but the agreed owners in [1],
please let me know beforehand if you're missing something.
