is it possible to create a activation key based on # of cores instead of #
of hosts. The entries are there in the cert but i can find any options in
the api or cli.

The activation keys guide subscriptions which can carry core and socket
limitations. Are you attempting to do software tracking?

right then my question changes to "how do i add core limitations to a
subscription to a product/repository that i setup myself in katello/pulp?
the use case i am trying to setup is that i would like to give access to
the repository for X number of cores but i am not bothered if its on 1 fat
machine or many small ones
