This is failing since packaging is expecting katello-4.0 but https://github.com/Katello/katello/commit/b370300ed65b9936197c5cdb31f41f6a4c5fb499 changed development branch to 3.17

and looks like it was fixed in https://github.com/theforeman/foreman-packaging/pull/5633
