[katello] nightly pipeline is green

The pipeline is green again and katello nightlies with pulp 2.8.3 are
available.

You'll need to setenforce 0 for now before installing,
Bug #14789: puppetlabs-apache 1.9.0 adds phusionpassenger yum repo - Installer - Foreman has more detail.

the centos7-devel box should provision and start up with no issues as well.
