This is fallout from merging the hooks directories. https://github.com/theforeman/foreman-installer/pull/441 was intended to fix it, but looks like it was insufficient. Bug #28732: --disable-system-checks installer option not available in upstream-nightly - Installer - Foreman was also opened for this.
