Katello nightly pipeline failed:

Looks like 3.17 RC1 hasn’t been released so the upgrade is failing.

I’ve dug into this and my best guess is that it has to do with a
dependency upgrade of a lot of python3 packages within foreman-packaging
on the ~10th of august. I’ll probably need to pull in the pulp team
for some help figuring out where the issue lies.
