Missing package in Foreman repos - python39-pulp_manifest

Problem:
Can’t install python39-pulp_manifest, because it doesn’t exist in the Foreman repos

Expected outcome:
python39-pulp_manifest is available

Foreman and Proxy versions:
Foreman: 3.6.1
Katello: 4.8.1

Distribution and version:
ALMA 8.8

Other relevant data:
According to the documentation this package should be available.

Can confirm this package was on the pulpcore-packaging 3.18 branch, but it was somehow cherry-picked forward to there, so it is not present in the history of any later branches. Very weird, and not exactly a clean Git workflow.
