I did some further extensive testing. It doesn’t make a difference if it was a new install or not. As a second test I tried to add the plugin after the basic system was installed. It still fails with foreman-rake db:migrate returned 1 instead of 0
One of the other similar threads mentioned mv on a certain file path.
That same path did not exist on my system (Centos 7 vs Rocky 8 I presume).

Another thread seems to suggest that the ansible plugin is required as part of the openscap install process. THAT WORKED!
Once I had the ansible plugin installed I could install the Openscap plugin without issue. This issue seems to be independent of OS.
