Nominating stbenjam for commit rights on community-templates

I should nominate him here.

Overall I know Stephen as a insightful, friendly and good developer. He
has successfully maintained remote execution1. It will become possible
to import and export job templates which we'll do through
community-templates so for me it's only logical to give him commit
rights.

As stated in the PR: Given the Puppet work, he’s doing for Katello, I’d
like to see him added to the Installer team, giving him commits access
also to the Puppet modules.
