Oracle Linux 9 BaseOS and AppStream not working on Oracle Linux 9.1 client

Problem:
BaseOS and AppStream repositories are not available for the client. No issues with Oracle Addons though or any other custom/added repository(e.g Foreman Client, Nagios, or in house repos).

Expected outcome:
BaseOS and AppStream repositories available

Foreman and Proxy versions:
Foreman 3.3
Katello 4.5

Foreman and Proxy plugin versions:

Distribution and version:
Centos 7.9 on Foreman server
Oracle Linux 9.1 client

Other relevant data:
subscription-manager-1.29.32-1.el9
Repositories are added to the content view and published in the lifecycle environments.
No errors in rhsm.log or foreman when registering the guest.

By the way there is some problem in my opinion with those two repositories on the Oracle side, I can not sync them (aarch64 version) with following error:

Cannot create repository version. More than one rpm.packagegroup content with the duplicate values for id.

Well it’s fine for x86_64. If I go to the “Published at” url and I download the config.repo I can use BaseOS and AppStream just fine…
For some reason it’s not published in the content view.
