OS not updated in Hosts view after upgrading client

Problem:
I upgraded several agents from Debian 9.11 to Debian 10.2, but in the hosts overview in foreman, the Operating System is still reported as Debian 9.11. When I check the facts, all OS related facts report correctly.

I also noticed that (freshly installed) Debian 10 agents are reported as Debian 10, not as Debian 10.2

Expected outcome:
I expected to see the Operation System change to Debian 10 (preferable even to Debian 10.2)

Foreman and Proxy versions:
Foreman version 1.23.1
Puppet master / agent version 5.5.17

Nope, I was not. Somehow it worked when I upgraded clients from 10.1 to 10.2. But when I upgraded them from 10.2. to 10.3 it stopped working again.
