I found solution after upgrade
when run
genisoimage
genisoimage: error while loading shared libraries: libusal.so.0: cannot open shared object file: No such file or directory
then
dnf install https://dl.fedoraproject.org/pub/epel/9/Everything/x86_64/Packages/l/libusal-1.1.11-48.el9.x86_64.rpm
and now it’s working
