Checking in, currently on foreman 1.22.0 and imaged based provisioning on VMware is still building the VM with thick provisioned disks, even when thin provisioning is checked.
I had same problem.
Foreman/katello 1.22. I’ve installed tfm-rubygem-fog-vsphere-3.2.0-1.el7.noarch.rpm, and this solved problem for me. I’m now able to clone thin template to vm with thin disks.

Good to know that a package helped! Will look to see if it’ll be application in earlier versions of foreman (>= 1.18), as well.
That version isn’t available on ubuntu, actually I don’t see that package at all.
