Provisioning Ubuntu 12.04 - Not working

I'm having some hard time trying to provision a Ubuntu 12.04.

I'm using the default Preseed for PXE and Provision. The new host boots
from PXE, downloads the init file and the installer shows it getting the IP
correct IP address. My proxy (transparent) shows the host downloading the
Release and few .deb files, but after the DHCP screen is finished, nothing
else happens.

I noticed in the syslog file the following line: "debug resolver
(libc6-udeb) package doesn't exist"

I'm using Ubuntu mirror default (http://archive.ubuntu.com/ubuntu) and the
URLs are correct.

What could be happening? The Preseed file, maybe? How to debug this
situation?

Try with local repositories rather than on-line mirrors.

There's not enough storage to make a repository. I tried the 14.04 version
and it worked fine. As I could find more information, I saw different
people complaining about the minimal version of 12.04 too. I also tried to
boot from the minimal 12.04 in a VM and had the same bad result.

I believe there some kind of bug in the image from Canonical.
