Pupet-4 on provisioned hosts

Hello,

How can I make sure that puppet- 4 is installed on the hosts that are
provisioned with foreman? Currently I am using 1.15.1

I have tried by adding enable-puppet-4 to host parameters. But puppet is
not installed on the provisioned host.
