Problem:
qdrouterd will not start after upgrade from Foreman 1.17 -> 1.18 / Katello 3.6 -> 3.7

Expected outcome:
The service would start and be functional

Foreman and Proxy versions:
foreman-release-1.18.1-1.el7.noarch

Foreman and Proxy plugin versions:
katello-3.7.0-4.el7.noarch

Other relevant data:

$ /usr/sbin/qdrouterd -c /etc/qpid-dispatch/qdrouterd.conf
