Rebuilding our RPMs for el10

If you have an interest, you can submit PRs to add EL10 to metadata.json in the various Puppet modules. Once we have that, we can look at the rest.

I took a bit of time and Upgrading Foreman to a supported Rails version - #2 by ekohl contains my notes. No promises and for now it’s only an investigation in how hard it really is.
