Red hat satellite is a paid subscription based product that uses uses pulp, katello, foreman etc. as source - you can think of it as a custom bundle of katello that is extensively tested. If you want support from red hat for katello you have to purchase satellite and install it from red hat repositories. Licensing RHEL does not get you support for Katello.

I think you need the smart management addon on your licenses to see
the *Subscription
Asset Manager Organizations *button, but I'm not sure. Your then be able to
create an organisation and and manifest.
